Travis Adams
VP, Strategic Partnerships and Managed Care
Travis Adams joined the Fulgent team in February of 2023 and serves as Vice President of Strategic Partnerships and Managed Care. Prior to joining Fulgent, Travis spent fifteen years in the managed care industry with Humana Inc. and WellCare Inc. During that time, Travis took on many responsibilities that ranged from implementing the use of laboratory LOINC codes all the way to executive strategy operations that included activities related to the attempted acquisition of Humana Inc. by Aetna Inc. Most recently, Travis served as Director of Strategic Partnerships, where he oversaw strategic third-party relationships representing individual investments of at least $100M. He received his B.S. in Biology from Indiana University and M.S. in Physiology and Biophysics from University of Louisville School of Medicine.
Mike Lacenere
VP, System Applications & Integration
Mike is a healthcare technology executive with thirty years of experience. He previously served as Chief Information Officer for Inform Diagnostics and in other IT leadership roles from 2012-2022. Prior to that, he had tenured success in C-level and leadership roles focused on technology and operations at companies including Community Health Systems from 2010-2012, Horizon Medical as COO/CIO from 1997-2010, Elcotel/Amnex as VP IT from 1987-1996. Mike’s experience includes leading IT transformations, launching new tech products including Digital Pathology, Data, and Integrations. His strengths include building teams, strategic partnerships, and IT operational efficiency. He has earned awards for IT innovation throughout his career including nominations as Dallas CIO of the year in 2021 and 2022. While at Inform Diagnostics, the company was selected as one of the “Top 100 Healthcare Technology Companies of 2021.” Mike holds a B.S. degree in computer science from Tampa College and an M.A. in Project Management from Villanova University. He is a founding board member for Wobbly Feet Foundation, a 501c for a rare genetic disease, Ataxia-Telangiectasia (A-T), which already raised $900,000 and has funded significant research studies with leading scientists at Johns Hopkins Hospital, Yale, and Albert Einstein Universities.
Doreen Ng
VP, Operations and Compliance
Doreen oversees the Compliance and Quality Department and the Project Management Office. She leads the post-M&A integration efforts to standardize and enhance process efficiency across the organization. Before joining Fulgent, she worked at several CROs, Baylor College of Medicine and Molecular Health and then started her own private consulting practice to establish state-of-the-art and high complexity CAP/CLIA certified clinical laboratories for biotechnology companies. Her professional experience spans across the development of laboratory operation excellence using LEAN and Six Sigma tools, regulatory submissions, compliance, and supply chain management. Doreen received her B.S. in Biochemistry from The University of Kansas along with a qualification in Clinical Laboratory Compliance from American Society of Clinical Pathology (ASCP). She was also trained at Baylor College of Medicine for clinical laboratory management.
Jakub Sram
VP, Business Development & Sales
Jakub Sram, PhD, MBA, has served as Fulgent’s VP of Business Development and Sales since 2015. Dr. Sram joined Fulgent in 2014 and has been a valuable member of the team supporting growth of the Company’s commercialization organization. He heads the commercial arm of Fulgent Pharma Laboratory Services, supporting pharma research, CRO, and clinical trials, as well as international clinical genetic and genomic testing business across Canada, Europe, the Middle East, South America, Australia, and Asia. Dr. Sram has over 20 years of experience building genetic and genomic clinical testing business. Dr. Sram holds a PhD in Chemistry from the University of Wyoming, and an MBA from the University of California, Irvine.
Phillip Stafford
VP, Bionformatics
Phillip joined Fulgent to build a somatic and digital imaging team, merged with the existing germline expertise creating a broadly experienced genetics group. Phillip has published over 150 peer-reviewed articles, had over 400 citations last year and holds 7 patents. Phillip’s degrees in physics, microbiology and math led to a fellowship in cancer biology at Dartmouth’s Medical School, then at Woods Hole in neurobiology. He joined Motorola Life Sciences CodeLink Division in Chicago, developing tools for expression and SNP arrays, then moved to the Translation Genomics Research Institute in Phoenix where he contributed the statistical design to TargetNow, an early method that used gene expression to select drugs for cancer patients. Phillip then became professor of cancer immunology at the Biodesign Institute at ASU, then VP of Bioinformatics at Caris. A team of informatics scientists led by Phillip built pipelines for WES and WTS assays and examined immunological information hidden inside NGS data, with additional insight offering new options for patients.
Ellen Tsui
VP, Human Resources
Ellen joined Fulgent in April 2018 as the Company’s Human Resources Manager and became the VP of HR in 2022. Prior to joining Fulgent, Ellen accumulated more than ten years of experience in human resources management across various industries such as education, insurance, legal, medical, and manufacturing. She holds an MBA and a B.A. in Business Administration degrees in Human Resources Management and International Business from the University of Hawaii at Manoa. She oversees an effective Human Resources team and strives to equip her team members with knowledge in various aspects of the HR functions so that team members can be agile and flexible to accommodate ever-changing business and employee needs. The hospitality spirit is also a vital value of the team whose mission is to pursue excellent service for Fulgent’s team members so that they can focus on what they do best.
Chris Wicker
VP, General Manager
Chris has over 30 years of healthcare experience in hospital, ambulatory, and ancillary services in various specialties. As a VP and general manager of Inform Diagnostics and CSI Laboratories, Chris oversees five laboratory operations providing pathology services supporting dermatology, GI, hematology, urology, surgical, breast, and neurology subspecialties and manages revenue cycle management for the entire organization. He served as CEO/CFO of CSI Laboratories, worked on Inform Diagnostics’ acquisition, and is now overseeing both company divisions. Previously, he also served as a Senior VP of Reimbursement at Healthcare Solutions through the company’s acquisition by Catamaran, Inc., and subsequently, OptumRx. Chris also served in leadership positions at PaymentsMD/Apollo MD, MedQuest Associates, Outpatient Imaging Affiliates, Healthcare Innovations, and OnCare Health Industries/Peak Systems. He began his career at The University of Texas Health Science Center and later at Memorial Hermann Health Care System and Tenet Healthcare System. He holds a B.A. in Accounting and Finance from Baylor University.
David Yu
VP, IT Infrastructure
David joined Fulgent in 2015 as IT Director where he spearheaded developments of IT strategy and led IT infrastructure services in a startup company. Prior to his work at Fulgent, David served as the IT Manager at 3M Cogent from 2010 to 2015, working with biometric identification systems (fingerprint, iris, facial recognition, etc). He managed global IT operations where he was responsible for the technical design, planning, implementation, systems performance tuning, and recovery procedures for mission critical enterprise systems. He continues to serve as a technical expert in system design, implementation, and support to ensure the company has the technical tools and equipment necessary to meet Fulgent’s growing operational requirements and stakeholders’ expectations. David holds a B.S. in Computer Information Systems and Marketing Management from California State Polytechnic University.
